The Service Area in Royal Palm Beach Reaches Thirty Minutes, Not Thirty Miles
Our home base is the Village of Royal Palm Beach, population 38,932 in the 2020 Census, and every place below is within about a 30-minute drive of it. All of it is inside the county line. We don't take work outside it. The county has 39 incorporated municipalities, and each enforces its own rules inside its boundary, so one page of rules would be wrong for a good part of this list. The sections below sort the places by the office that issues the permit, with one plain line about each.
Settle one thing first on any job: which desk you answer to. A mailing city isn't a jurisdiction, and roughly 650,000 county residents (our estimate from 2020 Census figures) live outside every municipality, in places where the County's Permit Center is the building department. Our permit guide puts the county-wide rules in one place.

The Western Communities: Royal Palm Beach, Wellington, Loxahatchee Groves, Westlake and The Acreage
- Royal Palm Beach is home base. The Village Building Department issues residential permits and wants form board and final inspections on a driveway, with a 6 inch swale section; see the home page.
- Wellington, 61,637 people, uses the Village Building Division and a Driveway Packet that sets the apron at 6 inches of concrete, 3000 PSI, with no steel.
- Loxahatchee Groves is a Town with its own Building Department, and every driveway connection there needs a culvert of at least 15 inches.
- Westlake, 906 people, is a City where an apron extension needs an HOA letter and a City engineering permit.
- The Acreage, 41,654 people, is unincorporated: the County permits the building work and the Indian Trail Improvement District permits the driveway and culvert.
In The Acreage, both the County and ITID sign off on a driveway, so read the Acreage and Loxahatchee Groves guide before you plan the apron.

What It Costs
Our per-sq-ft ranges are the same across the service area. What changes from town to town is the permit desk, the apron rules and the ground.
| Job | Per sq ft | Typical project | What moves the price |
|---|---|---|---|
| Concrete driveways | $7 to $13 | $3,500 to $9,100 | 4 to 5 in. broom finish, about 500 to 700 sq ft; tear-out adds $2 to $4 per sq ft |
| Concrete patios | $7 to $13 | $1,750 to $5,850 | Plain or broom, about 250 to 450 sq ft; stamped priced separately |
| Stamped & decorative | $12 to $20 | $3,600 to $12,000 | Pattern, color and sealer, about 300 to 600 sq ft |
| Slabs & foundations | $7 to $12 | $1,400 to $7,200 | 4 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft |
| Sidewalks & walkways | $8 to $14 | $1,200 to $4,200 | 4 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum |

- Atlantis, 2,142 people, adds an Architectural Review Committee to the Building Department.

Unincorporated Places Where the County Is the Building Department
Westgate, Lake Belvedere Estates, Pine Air, Seminole Manor and San Castle are Census-designated places with no city hall. The County's Permit Center issues their building permits, and County Engineering's Land Development Division handles culverts and turnouts on County roads.

- Lake Belvedere Estates, 2,091 people, has two thirds of its FEMA map points in flood zone AE.
- Pine Air, 2,190 people, sits on Myakka sand with every FEMA map point in Zone X.
- Seminole Manor, 2,562 people, has a median home built around 1970.
- San Castle, 3,755 people, is on coastal-ridge sand that drains fast.

The Coast: West Palm Beach, Riviera Beach, Palm Beach, Lake Worth Beach, Lantana, Hypoluxo and Boynton Beach

- Boynton Beach, 80,380 people, has a city apron detail with flares and a 6 inch crossing.

Small Places We Serve From the Nearest Town Page
Nine small places don't have a page of their own. We serve them from the nearest page, and the permit desk follows the same rule as everywhere: unincorporated means the County, incorporated means the town.
- Royal Palm Estates, Plantation Mobile Home Park and Stacey Street: unincorporated, County permits. Read the Lake Belvedere Estates page or Haverhill for the ground nearby.
- Gun Club Estates, Acacia Villas and Schall Circle: unincorporated, County permits. The Pine Air page and Westgate page are the closest.
- Kenwood Estates: unincorporated, County permits; see Greenacres for the nearest city rules.
- Glen Ridge and Cloud Lake: incorporated towns with their own town halls, so confirm the permit desk with the town. The Lake Clarke Shores page is the closest.
How Far Each Place Is From Home Base
Travel times are approximate and run from our home base. Wellington, Haverhill and Lake Belvedere Estates are about 15 minutes; Greenacres, Westgate, Pine Air and Loxahatchee Groves about 20; Palm Springs, Westlake and Lake Clarke Shores about 24. West Palm Beach and Lake Worth Beach are about 27, Seminole Manor, The Acreage and Riviera Beach about 29, and Atlantis, Lantana and the island Town of Palm Beach about 30. San Castle, Hypoluxo and Boynton Beach are the farthest at 31 to 33 minutes. Time on site matters more than the trip, so we book the visit for when you can walk the lot with us, and we measure with the survey in hand.
What Changes From Town to Town on the Same Pour
The concrete is the same wherever you live, but the rules around it aren't. A County connection runs 12 to 24 feet wide. In our home Village a one-car driveway is 12 feet and a two-car is 20 feet. Greenacres allows 30 feet of total driveway width, West Palm Beach stops at 20 feet at the property line, Riviera Beach at 24 feet wide and 60 feet long, and Boynton Beach sets 10 to 24 feet. The Indian Trail Improvement District details its driveways at 18 or 28 feet.
The swale or apron section changes too: 6 inches at 3000 PSI with no steel in Wellington, 6 inches with no steel in a Lantana swale, 6 inches at 4,000 PSI over compacted sand in an ITID easement, and a culvert of at least 15 inches at every Loxahatchee Groves driveway. Ground shifts as well, from wet flatwoods sand in the central communities to fast-draining ridge sand near the coast. So each page above lists its own numbers instead of one set for everyone.
Which Permit Office Covers Your Address
Use this as a map, then confirm with the office. The County's Building Official has stated that the HB 803 exemption for work under $7,500 does not apply anywhere in the county, and the cities don't all describe their own process the same way. Nobody should start flatwork on a guess.
- Unincorporated places and The Acreage building work: the County Permit Center, in person or on ePZB.
- A driveway onto a County road with a culvert, or a County thoroughfare: County Engineering, Land Development Division.
- The Acreage driveway and culvert: Indian Trail Improvement District, before the culvert is covered.
- State roads: the Florida Department of Transportation.
- Everything incorporated: that town's or city's own building desk, linked on its page above.
The driveway cost guide shows how the same pour is priced from town to town.
What to Have Ready for the Visit
A visit goes faster, and the written quote comes out tighter, with a few things on hand. You don't need any of it to ask for an estimate.
- A survey, if you have one, and the street name.
- Two or three photos of the existing slab, the street edge and the spot where the new concrete will go.
- Your flood zone if you know it, and the name of your homeowners association if you have one.
- A rough idea of the size, the finish you like, and when you want the pour.
We measure, check the base and the drainage, and then put width, thickness, base and tear-out in writing, line by line.
