Riviera Beach at a glance
Riviera Beach covers both the mainland and Singer Island, the barrier island reached by State Road 703 (A1A). City Hall is on West Blue Heron Boulevard, and the Port of Palm Beach, Ocean Reef Park and the Riviera Beach Marina on Avenue C all sit inside the city limits.
NRCS soil maps at 30 land points show 30% excessively drained St. Lucie-Paola dune sand, with wet Basinger and Myakka sands elsewhere. About 87% of land points were in flood Zone X and 10% in AE, with VE zones on the ocean and Intracoastal edges.
Permit office: City of Riviera Beach Development Services · official site The Building Division issues building permits, and the city engineer issues permits for any driveway across a sidewalk, swale, curb or city property.
One Driveway, Twenty-Four Feet Wide, and Not a Foot Past Sixty
Section 29-95 of the city code is the rulebook for any driveway that crosses a sidewalk, swale, curb or city property. In residential zoning a driveway may not exceed 24 feet in width. A single driveway is at least 10 feet wide and a double is at least 18. A circular driveway needs an inside turning radius of 15 feet, and a single-family driveway cannot be longer than 60 feet. Driveways stay five feet from any property line, and a single-family home may not have two separate driveways.
On a corner lot the driveway comes off the minor street. As concrete contractors in Riviera Beach, we put those limits before color or finish, because the permit plan has to show existing and proposed elevations and is reviewed by the city engineer. Our driveway page explains the pour, and the county permit guide covers the permit basics that apply across Palm Beach County.
Get the width, the length and the distance to the property lines written into each bid from concrete contractors in Riviera Beach. Those three numbers are exactly what Section 29-95 limits, so a bid that leaves them out has not been checked against the code.

Six Inches of Concrete or Four Inches Over Six-by-Six Mesh
The same section says driveways are concrete with a minimum thickness of six inches, or four inches of concrete reinforced with six-by-six, six-gauge wire mesh. The sidewalk article is stricter where the two meet: concrete compressive strength of 3,000 pounds per square inch at 28 days, at least four inches thick, with a broom finish, and where a sidewalk is part of a driveway, wire mesh through the driveway and sidewalk area and six inches of concrete.
The text sits in a section about driveways crossing city property, so ask the Building Division whether the same thickness is expected on the private part of your driveway. Our quote states the thickness and whether mesh is in the slab, so you can compare it against what the city asks for.
Before the quote is signed, we tell you which thickness we plan at the sidewalk crossing, so the mesh and the six inch section never surprise you. Ask the same of other concrete contractors in Riviera Beach.

What It Costs
The city's width, length and thickness rules and the island-versus-mainland split shape the quote. These are our typical ranges.
| Job | Per sq ft | Typical project | What moves the price |
|---|---|---|---|
| Concrete driveways | $7 to $13 | $3,500 to $9,100 | 6 in. concrete or 4 in. with wire mesh at the apron; 24 ft width cap; 60 ft length cap; tear-out adds $2 to $4 per sq ft |
| Concrete patios | $7 to $13 | $1,750 to $5,850 | Plain or broom, about 250 to 450 sq ft; stamped is priced separately; setback follows the zoning district |
| Stamped & decorative | $12 to $20 | $3,600 to $12,000 | Pattern, color and sealer, about 300 to 600 sq ft; keep decorative work on the lot side of the sidewalk |
| Slabs & foundations | $7 to $12 | $1,400 to $7,200 | 4 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft; coastal and low ground needs more base |
| Sidewalks & walkways | $8 to $14 | $1,200 to $4,200 | 4 in. minimum, 3 to 5 ft wide, about 150 to 300 sq ft; city sidewalks are 4 or 5 ft wide; short runs hit a job minimum |
Four Feet on Local Streets, Five on Collectors
Sidewalks along a local street are four feet wide, and along collector or arterial streets five feet. If your lot has no usable sidewalk, the code can require one: plans for a new structure must include a sidewalk along the full street frontage, and so do repairs costing a third or more of the structure's last assessed value. Our sidewalk page covers joints and finish.
Before a building permit issues for a new building, addition or major remodel on a lot with an approved sidewalk or curb, the city requires a $250 cash bond with the city clerk to cover any damage. If a driveway, curb or sidewalk is not built or restored to the code, the city engineer may do the work at your expense, and the cost becomes a lien on the property.

The Tyler Portal, Lobby Hours and Three Days of Inspection Notice
Development Services has three divisions: Planning and Zoning, Building, and Code Enforcement. Building permits are issued by the Building Division, and the city links a Permits and Zoning Portal on Tyler EnerGov. The lobby is open Monday through Thursday from 8 a.m. to 4 p.m. and Friday from 8 a.m. to noon, and inspections can be scheduled up to three business days in advance.
Fee amounts, the Notice of Commencement threshold and owner-builder forms are not posted online where we looked, so ask the Building Division by name before you budget. Florida law requires a recorded Notice of Commencement on improvements over $2,500. Palm Beach County's Building Official says the HB 803 exemption does not apply anywhere in the county, so check with the Building Division about the permit for a pour of any size.

RS-8 Lots: Seven Feet Aside, Twenty in Front
The RS-8 single-family district has a 5,000 square foot minimum lot, a 50 foot minimum width, a 20 foot front setback, 7 feet on the side (12 and a half on the street side) and a rear setback of 15% of lot length, capped at 20 feet. Those are the district's building setbacks; the rule for an unroofed patio or slab close to a lot line is not in the sections we read, so ask Planning and Zoning before you draw one near the line. Parking and landscaping standards for the district are in other code sections, so ask Planning and Zoning about front-yard paving before you widen a driveway. We read the setback lines off your survey at the visit so you can see where a patio, a pad or a walk would sit before you ask the city. See our patio page for sizing.
On an RS-8 lot, as concrete contractors in Riviera Beach, we start with a measured sketch, because on a 50 foot wide lot with 7 foot side setbacks, the city will want to see exactly where the new concrete sits.

Singer Island Is Coastal, the Mainland Mostly Is Not
The FEMA map points show the split. About 87 percent of land points were Zone X and 10 percent AE, and a grid over the whole city put VE zones on the ocean and Intracoastal edges. The code's Singer Island rules refer to the State Road 703 (A1A) right-of-way and the 1997 coastal construction setback line set by the State of Florida, and the high-rise setback rule exempts the ocean side for property on Singer Island.
On the ground, 30 percent of the land points were excessively drained St. Lucie-Paola sand, 17 percent Basinger fine sand and 10 percent Myakka fine sand, plus two muck points. The Basinger, Myakka and muck units are rated very limited for dwellings. A beachside lot and a lot along North Military Trail can sit on very different ground. Check the parcel on the FEMA map and ask us what base we plan.
A barrier island lot and a mainland lot can need different preparation, so, as concrete contractors in Riviera Beach, we plan base work after the visit.
Roads Where the City May Not Be the Permit Office
Aprons connecting to a state or County road need that agency's permit as well. Ask the city engineer which agency controls the road your driveway meets before you pick a pour date. A County or FDOT turnout is a separate permit with its own timeline, and it has to be approved before the pour date is set. We write that dependency into the quote and the schedule, so you know the pour waits on the agency and not on us. If the road is the city's, the engineer's permit under Section 29-95 covers the crossing, and the plan still has to show existing and proposed elevations.
Neighbors Around Riviera Beach
Riviera Beach borders West Palm Beach, and its neighbors include Westgate, Haverhill, Lake Belvedere Estates and the island town of Palm Beach. A mailing address does not always match the city line, so confirm the parcel before you apply. Singer Island lots, mainland lots near North Military Trail and lots near the port can each face different road owners, flood zones and base conditions. Our service area page lists every town we serve and which office covers it. Ocean Reef Park and Singer Island sit on the coastal side, while the Rapids Water Park area along North Military Trail is mainland ground, so the soil and the flood zone can change within a few miles of the same city hall.
Walk the Lot With Concrete Contractors in Riviera Beach
Send us your survey, the street name and a photo of the current driveway. We measure the width, length and distance to the lot lines against Section 29-95 and write them into the quote. Royal Palm Beach Concrete Co is Locally Owned & Operated and gives a detailed written quote before any work begins. Reach us through the contact page, and ask any concrete contractors in Riviera Beach to show the width, length, thickness and mesh in writing. Also tell us whether the lot is on the island or the mainland, whether a sidewalk already crosses the frontage, and where the water meter and any trees sit. If the sidewalk crossing will be replaced, say so in your message so the quote can price the six inch section.

Concrete Driveways and Sidewalks
Driveways and Sidewalks in Riviera Beach
City Code Sec. 29-95 puts the permit for a driveway across a sidewalk, swale, curb or city property with the city engineer. A residential driveway may be no wider than 24 feet, at least 10 feet for a single and 18 for a double, no closer than 5 feet to a property line and no longer than 60 feet. Single-family homes cannot have two separate driveways, and a corner lot takes its driveway from the minor street. Across city property the driveway is concrete, 6 inches thick or 4 inches with six-by-six, six-gauge wire mesh. A sidewalk is at least 4 inches thick at 3,000 PSI, 4 feet wide on local streets and broom finished, and gets the 6 inch thickness where it is part of a driveway. A driveway runs $7 to $13 per square foot after a free written estimate. See driveway pricing and the county permit guide.
Concrete Patios & Porches
Patios in Riviera Beach
Single-family lots in the RS-8 district are at least 5,000 square feet and 50 feet wide, with a 20 foot front setback, 7 feet at the side and a rear setback of 15 percent of lot length up to 20 feet. Those are the district setbacks, so check with Planning and Zoning how a patio near a line is treated before a form goes down. City Hall is on West Blue Heron Boulevard, and applications go through the city's Tyler EnerGov portal. Say it is a 14 by 16 foot patio, or 224 square feet: that is $1,568 to $2,912 at $7 to $13 per square foot, with a free written estimate after we see the lot. Singer Island properties sit on the barrier island, and coastal flood zones show up in the city's FEMA data, so the flood zone belongs in the conversation. Patio details are on that page.
Concrete Slabs, Foundations, & Garage Floors
Slabs and Garage Floors in Riviera Beach
On 30 land points checked against NRCS soil maps, St. Lucie-Paola-Urban land makes up 30 percent and drains excessively. Basinger and Myakka fine sand, Okeelanta muck and Terra Ceia muck are rated "Very limited" for dwellings, so the base is planned lot by lot. A new building or addition on a lot with an approved sidewalk or curb triggers a $250 cash bond with the city clerk before the building permit issues. Our pour is a 4 inch reinforced slab on compacted base, with control joints cut after. A 20 by 24 foot slab is 480 square feet, or $3,360 to $5,760 at $7 to $12 per square foot, with a free written estimate. As concrete contractors in Riviera Beach, we send owners to the slab page.
