Permit office: Palm Beach County Planning, Zoning & Building, Permit Center · official site Westgate has no city hall. Driveways onto a County road with a culvert also need a Right-of-Way permit from County Engineering's Land Development Division.
Your West Palm Beach Mailing Address Does Not Make It a City Permit
Westgate is a Census-designated place with West Palm Beach mailing addresses, but it is not part of the City of West Palm Beach. Palm Beach County's Permit Center processes building permits for the unincorporated area, in person at the Vista Center on North Jog Road, Monday to Friday, or online through ePZB. Owner-builders must appear in person at the Building Division, sign an Owner/Builder Affidavit and have it notarized.
The County's older Permit Required brochure, revised January 2014, puts a one- and two-family driveway or repaving with no expansion of the paved area or work in the right-of-way into a zoning-only review, and a slab that has no footers and is not for a future structure in the same group. Anything that widens paving or touches the right-of-way goes further. Confirm the current category on ePZB before you rely on a 2014 form.
The County's Building Official has also said the under-$7,500 exemption in HB 803 does not apply anywhere in Palm Beach County. The permit guide explains that rule once for every town we serve.

Westgate Estates, 1921: A Gateway Plat With Its Own Redevelopment Agency
North and South Westgate Estates were laid out in 1921 as the westernmost gateway to West Palm Beach, and the Westgate CRA calls them one of the oldest subdivisions in the county. The Westgate/Belvedere Homes Community Redevelopment Agency is the only one in unincorporated Palm Beach County. The County created it in May 1989, and its district of about 1,300 acres is bounded by Florida Mango Road, Belvedere Road, Military Trail and Okeechobee Boulevard.
The median home in Westgate was built in 1969 and the median value is $251,300. These are older homes on older lots, so as concrete contractors in Westgate we price tear-out whenever an old slab is in the way. We price tear-out as its own line, $2 to $4 per sq ft over the pour.
Ask the Westgate CRA directly whether it runs any program for homeowners; we do not promise one.

What It Costs
Typical ranges are below. In Westgate, older lots, apron width and the wet Basinger ground are what move a quote.
| Job | Per sq ft | Typical project | What moves the price |
|---|---|---|---|
| Concrete driveways | $7 to $13 | $3,500 to $9,100 | 4 to 5 in. broom finish, about 500 to 700 sq ft; apron 12 to 24 ft wide; tear-out adds $2 to $4 per sq ft |
| Concrete patios | $7 to $13 | $1,750 to $5,850 | Plain or broom, about 250 to 450 sq ft; stamped priced separately |
| Stamped & decorative | $12 to $20 | $3,600 to $12,000 | Pattern, color and sealer, about 300 to 600 sq ft; not allowed in the road right-of-way without a recorded removal agreement |
| Slabs & foundations | $7 to $12 | $1,400 to $7,200 | 4 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft |
| Sidewalks & walkways | $8 to $14 | $1,200 to $4,200 | 4 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum |
Apron Rules Come From County Engineering
County Engineering's Land Development Division publishes the residential driveway rules for unincorporated local roads. A residential driveway onto a County Thoroughfare Road, or onto a County road where a culvert is needed, needs a Right-of-Way permit from Land Development. A connection serving up to two units without a culvert gets its driveway permit from the Building Division instead.
The design standards are plain. Each connection is 12 feet wide at minimum and 24 feet at maximum, sits at least 2 feet from the side lot line, and a local street lot gets at most two connections. A corner-lot driveway must be at least 35 feet from the intersection of the right-of-way lines. Decorative pavers and stamped concrete are not allowed in the road right-of-way without a recorded removal agreement signed by Land Development staff.
The residential turnout fee is $275, plus $35 per foot of culvert length where a culvert is used. Our stamped concrete page shows what a patterned finish looks like on the private side of the line.

Basinger-Urban Land and a Water Table Near Six Inches
On NRCS soil maps at 30 points inside the CDP, Basinger-Urban land complex covered 53.3 percent of points, Myakka fine sand 20 percent, Basinger fine sand 13.3 percent and Pompano fine sand 6.7 percent, with single points of Urban land and depressional sands. Every rated unit is very limited for dwellings without basements, with minimum water tables near 15 centimeters (about six inches) for Basinger and 31 centimeters (about a foot) for Myakka.
Nearly a quarter of the same map points, 23.3 percent, fall in FEMA Zone AE, the one-percent annual chance floodplain, and 76.7 percent are in Zone X. Pull the parcel's zone before you ask for a quote, because as concrete contractors in Westgate we set a slab in AE ground with that zone in mind. The L-2 canal runs through Westgate, so ask whether your lot is next to it.
On ground like this, a compacted sand base and a grade that moves water off the slab come first. We write the base, thickness and grade into the quote. See our slab page for how wet ground changes the design.

Back Slabs, Walks and Patios on a Westgate Lot
A back patio or a shed slab here follows the same County review, and it is worth asking the Permit Center in advance whether yours is a zoning-only job. A 12 by 16 foot patio is 192 sq ft, so $1,344 to $2,496 at $7 to $13 per sq ft, with a free written estimate after we see the yard. Our patio page covers sizes, control joints and finishes.
Walks between a front door and a driveway are small jobs, and short runs hit a job minimum. Ask about them with the driveway work, so one site visit covers both. A 4 inch walk at 4 feet wide and 30 feet long is 120 sq ft, which is $960 to $1,680 at $8 to $14 per sq ft before the job minimum is considered, with a free written estimate after the visit. Our sidewalk page has the details.

Okeechobee Boulevard, Belvedere Road and the Streets Inside
Roads mapped inside Westgate include Okeechobee Boulevard, Belvedere Road, North Military Trail, North Congress Avenue, Palm Beach Lakes Boulevard, Westgate Avenue, Cherry Road, Wabasso Drive and Seminole Boulevard. West Gate Elementary School and Gold Coast Community School are in the area, and the Palm Beach Kennel Club sits on Belvedere Road.
On those boundary roads, whose permit applies to an apron is a question to settle before design. Ask the Permit Center and County Engineering who maintains your frontage. As concrete contractors in Westgate, we write that answer into the quote. For a lot on an interior street such as Westgate Avenue or Cherry Road, the questions are the culvert and the apron width.
Close to Westgate
West Palm Beach is the city whose address you share, and its rules differ from the County's; the city's driveway permit comes from its zoning code, as the West Palm Beach page explains. If you are comparing concrete contractors in Westgate with concrete contractors in West Palm Beach, ask each whose permit desk they plan around, because the two offices ask different things. Haverhill is an incorporated town with its own Building Department, and Lake Belvedere Estates, Palm Springs and Greenacres are near. The service area page lists them all.

Concrete Driveways and Sidewalks
Driveways in Westgate
Westgate has no city hall. It is unincorporated, so the County's Building Division and County Engineering decide the driveway, not West Palm Beach. A residential connection can be 12 to 24 feet wide, must sit at least 2 feet off the side line, and on a corner lot starts 35 feet from the right-of-way intersection. Where the driveway meets a County thoroughfare or needs a culvert, Land Development issues a right-of-way permit; the residential turnout fee is $275. Stamped concrete in the right-of-way needs a recorded removal agreement. With a median build year of 1969, plan on tear-out, which we price as its own line at $2 to $4 per sq ft over the pour. As concrete contractors in Westgate, we quote $7 to $13 per square foot after a free written estimate. See the county permit guide.
Concrete Patios & Porches
Patios and Walkways in Westgate
North and South Westgate Estates were platted in 1921, and the area has its own redevelopment agency bounded by Military Trail, Okeechobee Boulevard, Florida Mango Road and Belvedere Road. Patios and walkways on streets such as Westgate Avenue, Cherry Road and Wabasso go through the County Permit Center or the ePZB portal. The County's Building Official says the HB 803 exemption does not apply anywhere in Palm Beach County. A 12 by 20 foot patio is 240 square feet, or $1,680 to $3,120 at $7 to $13 per square foot, with a free written estimate after the site visit. Walkways are covered on the sidewalk page, and patio sizing and finishes on the patio page.
Concrete Slabs, Foundations, & Garage Floors
Slabs and Drainage in Westgate
More than half of 30 NRCS soil-map points here are Basinger-Urban land complex, poorly drained with a water table that can rise to about 6 in. at its highest, and 7 of the same 30 points fall in FEMA Zone AE. The L-2 canal crosses the area, so we read grade and drainage off your survey before forming. A 4 inch reinforced slab goes over a compacted base with control joints. Worked example: a 12 by 24 foot garage-side pad is 288 square feet, so $2,016 to $3,456 at $7 to $12 per square foot, with a free written estimate. Pull the parcel's flood zone before any quote is final. The slab page explains footings and thickness.
