The short answer

As concrete contractors in Pine Air, we pour on flat, poorly drained Myakka sand in an unincorporated Palm Beach County community, so the County Permit Center handles the permit and drainage decides how the slab is built. Royal Palm Beach Concrete Co builds driveways, patios, walks and stamped work here, with a free written estimate after we see the lot.

Pine Air at a glance

Pine Air is a Census-designated place of 2,190 people on about 0.80 square kilometers of land, with a West Palm Beach mailing address at most points. It has no city government.

On NRCS soil maps, Myakka fine sand took 86.7 percent of 30 points, a poorly drained unit whose water table can rise to about 31 centimeters (a foot) at its highest. FEMA maps put every point in Zone X.

Permit office: Palm Beach County Planning, Zoning & Building, Permit Center · official site Pine Air has no city hall. A culvert connection to a County road needs a Right-of-Way permit from County Engineering's Land Development Division.

Eight-Tenths of a Square Kilometer and No City Hall

Pine Air counted 2,190 people in the 2020 Census on about 0.80 square kilometers of land. Fifteen of 20 map points we checked carried ZIP 33406, which is a West Palm Beach postal area, and the rest came back 33416, 33461 or 33463. None of that changes who permits the work. Pine Air is a CDP, so the permit comes from Palm Beach County's Permit Center, in person at the Vista Center on North Jog Road or online through ePZB.

The County's Building Official says the HB 803 exemption for work under $7,500 does not apply in Palm Beach County, because the entire county is a flood hazard area. So plan on the County permit, and check with the Permit Center before you start. As a concrete contractor in Pine Air, we say so up front. Our permit guide lays out which desk handles what, town by town.

Happiness Street, Success Street and the Grid Around Sunrise Road

Reverse-geocoded map points inside the CDP landed on Happiness Street, Success Street, Sunrise Road, Pine Street, Edward Road, Forest Road, Kirk Road, Tangelo Avenue and South Military Trail. On a local street the County lets a lot have at most two driveway connections. Each sits at least 2 feet from the side lot line and runs 12 feet wide at minimum and 24 feet at maximum.

On a corner, the driveway has to sit at least 35 feet from the intersection of the right-of-way lines, measured to the near edge of the pavement. Neighbors who share a lot line also need their flares at least 5 feet apart, inside each frontage, unless the County Engineer approves otherwise. We check all three distances against your survey during the visit, before anyone draws the apron.

What It Costs

Typical ranges are below. In Pine Air, drainage grade, apron width and a road frontage that may belong to a different agency are what move a quote.

JobPer sq ftTypical projectWhat moves the price

Stamped & decorative$12 to $20$3,600 to $12,000Pattern, color and sealer, about 300 to 600 sq ft; keep the pattern inside your property line
Slabs & foundations$7 to $12$1,400 to $7,2004 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft
Sidewalks & walkways$8 to $14$1,200 to $4,2004 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum
A 400 sq ft stamped patio is $4,800 to $8,000 at $12 to $20 per sq ft. Plain concrete is $7 to $13 per sq ft, so the same 400 sq ft is $2,800 to $5,200. The free written estimate comes after we see the site.

Myakka Sand at 26 of 30 Points: Level, Wet and Slow to Drain

NRCS soil maps at 30 points show 86.7 percent Myakka fine sand, 6.7 percent Myakka-Urban land complex and 6.7 percent Arents-Urban land complex. Myakka is poorly drained with an annual minimum water table near 31 centimeters, about a foot, and it's rated very limited for dwellings without basements. The soil survey also gives Myakka a somewhat limited rating for local roads.

On poorly drained sand, we let grade do the work. We set the slope off the house and toward the street or swale, compact the sand base, and cut control joints so shrinkage cracks land where we want them. The Arents points, 6.7 percent, are somewhat poorly drained with a water table near 76 centimeters, so a neighbor may have drier ground than you. Build for that water. Our slab page covers base and edge details.

Every Map Point Is Zone X, and the County Still Calls It a Flood Hazard Area

All 30 FEMA map points we checked in Pine Air fell in Zone X, minimal hazard. It doesn't remove the permit, and it doesn't keep water off the slab. The County memo treats the whole county as a flood hazard area for HB 803, whatever the map says.

Look up your parcel on the FEMA map anyway and send us what it shows. The soil maps list Myakka here at 0 to 2 percent slopes, so grade and joint layout matter when the rain falls. A back pad poured beside the house gets the same treatment.

Homes From About 1972: Replacing and Adding Flatwork

The median Pine Air house was built around 1972, and the median owner-occupied value is $331,800. On a house that age, as concrete contractors in Pine Air we may be quoting a replacement driveway, a larger back pad, or a walk that links the two. Removal of the old concrete is a separate line at $2 to $4 per sq ft, and the new pour is $7 to $13 per sq ft. A 600 sq ft driveway is $4,200 to $7,800 to pour, before tear-out, confirmed in a free written estimate after we see the site.

A slab that has no footers and is not for a future structure falls in a zoning-only review in the County's January 2014 brochure, and a driveway with no added paved area and no right-of-way work does too. That page is old, so confirm the category on ePZB before you count on it. Our driveway page and patio page cover sizes and finishes.

When Your Frontage Is South Military Trail

Who permits the apron depends on who maintains the road in front of the lot. The County's Land Development Division issues a Right-of-Way permit for a residential driveway onto a County-maintained thoroughfare or onto a County road that needs a culvert; a plain connection with no culvert goes through the Building Division. A driveway onto a state road needs a connection permit from the Florida Department of Transportation under Rule 14-96, with application fees running from $50 up to $5,000 by category and none of it refundable.

As concrete contractors in Pine Air, we confirm which agency maintains South Military Trail at your address rather than assume it, and the answer goes in the quote. The residential turnout fee at the County is $275, plus $35 per foot of culvert, both listed on the Land Development fee schedule.

Stamped Patios and Walks Inside the Property Line

A stamped patio or entry walk is a visible part of a small yard, and stamped work runs $12 to $20 per sq ft for pattern, color and sealer, with the free written estimate after we see the site. We talk through texture and sealer on any entry or steps, because a stamped surface can get slippery when wet or under a film-forming sealer.

County rules don't allow decorative pavers or stamped concrete in the road right-of-way without a recorded removal agreement that accepts maintenance, so we keep the apron plain and start the pattern at the property line. See the stamped concrete page for pattern choices and the sidewalk page for walks.

Palm Springs, Greenacres and Haverhill: Other Desks Nearby

Pine Air sits among places with different permit desks. Palm Springs is a village with a notarized zoning application, Lake Clarke Shores and Haverhill are towns with their own building desks, and Greenacres is a city that permits driveways itself. Lake Belvedere Estates is another unincorporated place that uses the County. A permit written for one of them doesn't carry over to another. Tell us which side of the boundary your lot is on and we'll price the job around that desk. The service area page has a section on which permit office covers each address, and the driveway cost guide shows how the same pour is priced across them.

Concrete Services in Palm Beach County

Concrete Driveways and Sidewalks

Driveways in Pine Air

Call Palm Beach County, not a town office, for a Pine Air driveway permit, since the community is unincorporated. Connections run 12 to 24 feet wide, stay 2 feet off the side line, and a corner lot keeps 35 feet from the intersection. The residential turnout fee is $275, and a culvert or a County thoroughfare moves the application to Land Development. The median home in Pine Air dates to 1972, so on streets such as Happiness Street, Success Street and Tangelo Avenue a replacement starts with removing the old slab, priced as its own line. Stamped concrete in the right-of-way needs a recorded removal agreement. As concrete contractors in Pine Air, we quote $7 to $13 per square foot after a free written estimate. See the county permit guide.

Concrete Patios & Porches

Patios and Walkways in Pine Air

All 30 FEMA map points we checked inside Pine Air are Zone X, so patio planning starts with lot lines. On streets such as Sunrise Road, Forest Road and Kirk Road, we measure each lot from your survey. Permits come from the County's Building Division through ePZB or the Permit Center. A 16 by 16 foot patio is 256 square feet, or $1,792 to $3,328 at $7 to $13 per square foot, with a free written estimate after the site visit. Walkways along the side of the house price at $8 to $14 per square foot, also with a free written estimate, on the sidewalk page. The patio page shows common sizes.

Concrete Slabs, Foundations, & Garage Floors

Slabs and Garage Floors in Pine Air

26 of 30 NRCS soil-map points are Myakka fine sand, poorly drained with a water table that can rise to about 31 cm at its highest, so the slab base needs compaction and a clean grade. NRCS rates it "Somewhat limited" for local roads. We form a 4 inch reinforced slab and cut control joints. The County's Building Official says the exemption in HB 803 does not apply anywhere in Palm Beach County, so confirm the permit path before the pour. A 12 by 16 foot pad comes to 192 square feet, so $1,344 to $2,304 at $7 to $12 per square foot, with a free written estimate. The slab page lists thickness and joint spacing on garage-size jobs.

Questions We Get

Does a West Palm Beach ZIP code put Pine Air under the city's permit desk?
No. Pine Air is a Census-designated place in unincorporated Palm Beach County, and ZIP 33406 is only a postal area. The County's Permit Center issues the building permit. Confirm your parcel's jurisdiction with the Permit Center before you apply.
Pine Air shows Zone X everywhere. Do I still need to worry about water?
Yes, for the slab, not for the map. NRCS maps Myakka sand as poorly drained, with a water table that can rise to about a foot at its highest. We set grade and a compacted base for that, whatever the flood zone says. Zone X also doesn't exempt anything from the County permit.
My lot is on South Military Trail. Who permits the driveway?
It depends on who maintains the road at your address. A County thoroughfare or a culvert connection goes to Land Development, and a state road goes to FDOT. Confirm the road with both agencies. We put the agency in the written quote.
How wide can a Pine Air driveway be?
County rules set 12 feet as the minimum and 24 feet as the maximum per connection, at least 2 feet from the side lot line, with at most two connections on a local street. A corner lot also keeps 35 feet from the intersection of the right-of-way lines.
Can I pour a stamped apron at the road?
Not without a recorded removal agreement signed by Land Development staff, accepting maintenance. A plain apron with the pattern starting at the property line avoids the agreement. A stamped patio or walk inside your own lot doesn't need that agreement.
What do concrete contractors in Pine Air charge to replace a 1970s driveway?
Our range is $7 to $13 per sq ft for a driveway pour, and $2 to $4 per sq ft more to remove the old concrete. A 600 sq ft double driveway pours for $4,200 to $7,800 before tear-out. The free written estimate comes after we see the site.
