Lake Belvedere Estates at a glance
Lake Belvedere Estates is a Census-designated place of 2,091 people on about 0.71 square kilometers, with a West Palm Beach mailing address at 18 of 20 map points we checked. It has no city government.
On NRCS soil maps, Holopaw fine sand took 33.3 percent of 30 points, and every unit but shaped Quartzipsamments is poorly or very poorly drained. FEMA maps put 66.7 percent of the same points in Zone AE.
Permit office: Palm Beach County Planning, Zoning & Building, Permit Center · official site Lake Belvedere Estates has no city hall. A culvert connection to a County road needs a Right-of-Way permit from County Engineering's Land Development Division.
Twenty of Thirty Points in Zone AE: Start With the Flood Zone
At 30 FEMA map points inside the CDP, 66.7 percent of points were Zone AE and 33.3 percent were Zone X. That's the highest AE share among the small unincorporated communities we serve, so as concrete contractors in Lake Belvedere Estates we begin a slab or patio with your parcel's zone and its base flood elevation, not with a thickness.
Pull the zone from FEMA's map or from your survey and send it with your first message. If you're in AE, the floodplain team in the County's Building Division is who can say how a given slab or patio is treated. As a concrete contractor in Lake Belvedere Estates, we ask before we price. We'd rather learn it before the forms go in than after.

Why the HB 803 Exemption Does Not Reach Lake Belvedere Estates
Florida's HB 803 tells local governments to exempt a single-family owner from the building permit for work valued under $7,500 on the property, but the statute itself excludes property that's partly or entirely in a flood hazard area as the Florida Building Code defines it. Palm Beach County's Building Official goes further and says the exemption does not apply anywhere in the county. With two thirds of Lake Belvedere Estates points in AE, don't plan on an exemption here: plan on the permit. The County memo is short and worth reading.
Permits for the unincorporated area come from the County's Permit Center. Its flood page adds that a Flood Legend is required with permit submittals for new construction, major improvement projects and standalone equipment installations from October 1, 2026. It doesn't say stand-alone flatwork needs one, so ask the Permit Center what your application needs. Our permit guide covers the rest.

What It Costs
Typical ranges are below. In Lake Belvedere Estates, flood-zone elevation, fill and base depth, and tying into an existing slab are what move a quote.
| Job | Per sq ft | Typical project | What moves the price |
|---|---|---|---|
| Concrete driveways | $7 to $13 | $3,500 to $9,100 | 4 to 5 in. broom finish, about 500 to 700 sq ft; tear-out adds $2 to $4 per sq ft |
| Concrete patios | $7 to $13 | $1,750 to $5,850 | Plain or broom, about 250 to 450 sq ft; stamped priced separately |
| Stamped & decorative | $12 to $20 | $3,600 to $12,000 | Pattern, color and sealer, about 300 to 600 sq ft |
| Slabs & foundations | $7 to $12 | $1,400 to $7,200 | 4 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft; thicker or monolithic priced higher; elevation and fill extra |
| Sidewalks & walkways | $8 to $14 | $1,200 to $4,200 | 4 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum |
Holopaw, Riviera and Pompano: Seven Soil Units in One Small CDP
NRCS soil maps at 30 points show seven soil units in this small CDP. Holopaw fine sand took 33.3 percent of the points, with a water table that can rise to about 15 centimeters, about six inches, at its highest. Riviera fine sand, depressional, was 20 percent and is very poorly drained; Basinger-Urban land complex was 20 percent, Riviera-Urban land complex 10 percent, and Myakka-Urban land complex 6.7 percent. Pompano fine sand, 3.3 percent, has a water table that can rise to about 8 centimeters, about three inches.
The outlier is shaped Quartzipsamments, 6.7 percent of points, which is well drained and not limited for dwellings without basements. Every other unit's rated very limited for dwellings without basements. Depressional Riviera, very poorly drained, is the wettest of them. On the visit we read the yard, look for where water stands, and set a compacted sand base and grade to match, as the slab page explains.

Built Around 1986: Tying New Concrete Into an Older Slab
The median home in Lake Belvedere Estates was built around 1986 and the median owner-occupied value is $382,300, newer and higher in value than the median in Pine Air or Seminole Manor. On a house of that age, an extension, a second pad or a widened apron can be the job as easily as a full tear-out. When new concrete meets old, an isolation joint goes at the seam so the two slabs can move separately, and the finish and color are matched as closely as the old surface allows.
A standard layout is 4 inches at minimum, with control joints no more than about 10 feet apart cut to a quarter of the thickness. A 12 by 20 foot extension is 240 sq ft, or $1,680 to $3,120 at $7 to $13 per sq ft. The driveway page has the full spec list, and we confirm the number in the free written estimate.

Caroline Avenue to Cashiers Drive, and the Park in Between
Streets at our map points inside the CDP include Caroline Avenue, Ryanwood Drive, Gypsum Place, Quartz Terrace, Adriatic Way, Snead Circle, Sarazen Drive, Middlecoff Drive and Cashiers Drive. Lake Belvedere Estates Park also geocodes inside the CDP. When you write to us, name your street so we place you in the right neighborhood.
On a local street the County allows at most two connections per lot, each 12 to 24 feet wide and at least 2 feet from the side lot line. A corner-lot driveway sits at least 35 feet from the intersection of the right-of-way lines, and neighbors' flares stay at least 5 feet apart. Those are the County's residential driveway rules, and we work them into the plan before drawing anything.

Turnouts, Culverts and a Plain Apron at the Road
A driveway onto a County-maintained thoroughfare, or onto a County road that needs a culvert, requires a Right-of-Way permit from County Engineering's Land Development Division, filed through E-Permits. Its fee schedule lists a residential turnout at $275, plus $35 per foot of culvert. A connection with no culvert that serves up to two units gets a driveway permit from the Building Division instead.
Decorative pavers and stamped concrete are not allowed in the road right-of-way without a recorded removal agreement signed by Land Development staff. We pour a plain apron at the road and put the pattern inside your lot, where a stamped patio or walk is your call. If a Lake Worth Drainage District canal touches your lot, that district has its own permit for work next to it.
Walks and Patios on Ground That Stays Wet
A walk and a patio share the same problem as the driveway: water has to leave. A patio that runs level into the house holds water against the slab, so we pitch it away at a slope drawn on the quote. Ask concrete contractors in Lake Belvedere Estates to price a patio by area: a 12 by 16 foot patio is 192 sq ft, which is $1,344 to $2,496 at $7 to $13 per sq ft, confirmed in a free written estimate after we see the site. Sidewalks run $8 to $14 per sq ft, and short runs hit a job minimum, so fold a walk into the larger pour.
See the patio page and the sidewalk page for sizing, joints and finishes.
Haverhill Next Door, Westgate and Pine Air Close By
Each neighbor plays by different rules. Haverhill is an incorporated town with its own Building Department, Westgate and Pine Air are unincorporated like this community, and West Palm Beach requires a city zoning permit for driveways. Palm Springs asks for a notarized application. Lake Belvedere Estates itself lies in Palm Beach County's unincorporated area, so a permit for work here never goes to a town hall. Near a boundary? Ask which side your lot falls on before you pick a permit desk. Fees, forms and inspectors change at the line. The service area page has a section on which permit office covers each address, and the driveway cost guide shows how the same pour is priced around them.
Send Your Flood Zone to Concrete Contractors in Lake Belvedere Estates
Send the survey, two photos of the existing slab and street edge, and your flood zone and base flood elevation if you have them. We check the apron against the 12 to 24 foot width and the 2 foot side line, look at the base, and write a detailed written quote before any work begins. Royal Palm Beach Concrete Co is Locally Owned & Operated. As concrete contractors in Lake Belvedere Estates, we put the flood zone in the quote. Concrete Slabs, Foundations, & Garage Floors
Slabs and Garage Floors in Lake Belvedere Estates
Holopaw fine sand sits at a third of 30 NRCS soil-map points, and Riviera depressional and Basinger-Urban account for another 40 percent, all poorly or very poorly drained. The water table can rise to about 6 in. at its highest in the Basinger units, and NRCS rates each of these soils "Very limited" for dwellings without basements. We compact the base, form a 4 inch reinforced slab, cut control joints and broom or trowel the finish. The County's Building Official says the HB 803 exemption does not apply anywhere in Palm Beach County, since the whole county is designated a flood hazard area. A 20 by 24 foot slab is 480 square feet, or $3,360 to $5,760 at $7 to $12 per square foot, with a free written estimate. See the slab page.
