The short answer

As concrete contractors in Seminole Manor, we pour in an unincorporated pocket of Palm Beach County where the median home dates to 1970 and NRCS maps show poorly drained sand at most points. The County's Permit Center, not a city, issues the permit. Royal Palm Beach Concrete Co builds driveways, patios and slabs here, with a free written estimate.

Seminole Manor at a glance

Seminole Manor is a Census-designated place with 2,562 people in the 2020 Census on about 0.82 square kilometers of land. It has no city government, and its mail mostly carries a Lake Worth or Lantana address in ZIP 33462.

On NRCS soil maps at 30 points, Basinger-Urban land complex took 60 percent, a poorly drained unit whose water table can rise to about 15 centimeters (6 in.) at its highest. FEMA Zone X covered 90 percent of points.

Permit office: Palm Beach County Planning, Zoning & Building, Permit Center · official site Seminole Manor has no city hall. A driveway onto a County road with a culvert also needs a Right-of-Way permit from County Engineering's Land Development Division.

No City Hall Here: The County Permit Center Covers Seminole Manor

The 2020 Census counted 2,562 people in Seminole Manor, and because it's a CDP rather than a city, building permits come from Palm Beach County's Permit Center. It takes applications at the Vista Center on North Jog Road in West Palm Beach and through the online ePZB system, and a South County office sits in Delray Beach. Your envelope may say Lake Worth or Lantana, yet 15 of 20 map points we checked came back as ZIP 33462 and a few as 33461 or 33436, so the mailing city tells you nothing about the permit desk.

The County Building Official has stated that the HB 803 exemption for work under $7,500 does not apply anywhere in Palm Beach County, because the whole county counts as a flood hazard area. Read how that plays out for flatwork in our Palm Beach County permit guide. A lot at the edge of the CDP can belong to a neighboring town, so confirm the parcel's jurisdiction before you call anyone.

Houses From About 1970: Pricing the Replacement

The census survey puts the median Seminole Manor home at a build year of 1970, with a median owner-occupied value of $296,100. On homes that age, a replacement starts with two questions: how wide can the new driveway be, and what happens to the apron at the street?

Tear-out is its own line in our quote at $2 to $4 per sq ft on top of the pour. A 600 sq ft double driveway is $4,200 to $7,800 to pour at $7 to $13 per sq ft, plus the removal line at $2 to $4 per sq ft for the old concrete. We check whatever is under it before forms go in. An old base isn't one we trust blind. Ask any bidder what happens to the old base. The driveway page walks through the full sequence, and the free written estimate comes after a site visit.

Sixty Percent Basinger: What Wet Sand Asks of a Seminole Manor Pad

NRCS maps show wet ground here. On NRCS soil maps at 30 points inside the CDP, Basinger-Urban land complex covered 60 percent of points, Myakka-Urban land complex 13.3 percent, Myakka fine sand 10 percent and Basinger fine sand 6.7 percent. That's 90 percent of points in poorly drained units, rated very limited for dwellings without basements. NRCS puts the annual minimum water table near 15 centimeters for Basinger, about six inches, and near 31 centimeters, about a foot, for Myakka.

Two of the 30 points, 6.7 percent, were Pomello fine sand, which drains better and has a minimum water table near 84 centimeters, and 3.3 percent was water. The map points differ, so the site visit looks at your own ground. On the wet units the base is compacted sand, the grade carries water off the pad and away from the house, and joints are laid out so cracks follow the saw cuts. As a concrete contractor in Seminole Manor, we answer the base question before we price. Slab work on this kind of ground is covered on our slab page.

Zone X at Nine in Ten Points and One Point in AE

FEMA's flood layer put 90 percent of our 30 map points in Zone X, minimal hazard, 6.7 percent in shaded Zone X, the 0.2 percent annual chance area, and 3.3 percent, one point, in Zone AE. A Zone X label doesn't make a lot dry. The County memo treats every parcel as a flood hazard area for HB 803, and more than a quarter of flood insurance claims in the county come from Zone X structures, according to the Building Division's flood page.

Look up your parcel's zone on the FEMA map before you ask for a quote, and tell us what it says. In AE, talk the slab or patio through with the Permit Center before anything is formed. The County's flood desk sits in the same Building Division.

Seminole Circle to Topeka Road: Finding Your Street

Streets that turned up at our map points inside the CDP include Lawrence Road, Seminole Circle, Seminole Drive, Cheyenne Drive, Kewanee Road, Pensacola Drive, Tallulah Road, Sioux Lane, Tuskegee Drive, Topeka Road and Waseca Drive. If your street is on that list, you're in the area this page describes.

Corner lots matter on a grid like this. The County's residential rules put a corner-lot driveway at least 35 feet from the intersection of the right-of-way lines, keep every connection at least 2 feet from the side lot line, and allow no more than two connections on a local street. Each connection runs 12 feet wide at minimum and 24 feet at maximum. We measure from the survey, not the street name. Send the survey and a photo of the street edge, and we read those distances off your survey before we draw anything.

Culverts, Turnouts and the County Land Development Fee

Whether your lot needs a culvert is the first question we settle as concrete contractors in Seminole Manor. A driveway that connects to a County-maintained thoroughfare, or to a County road where a culvert is needed, needs a Right-of-Way permit from County Engineering's Land Development Division. A connection serving up to two units, with no culvert, gets a driveway permit from the Building Division instead. The Division's fee schedule lists a residential turnout at $275, plus $35 per foot of culvert where one is used, and it takes applications through E-Permits only. Details are in the County's residential driveway sheet.

Stamped concrete and pavers inside the road right-of-way need a recorded removal agreement. We can keep the pattern on the private side of the line and pour a plain apron at the road, which avoids the agreement. The stamped concrete page shows the finishes. If your lot backs onto a Lake Worth Drainage District canal, that district has its own permit for work next to the canal.

Back Slabs and Patios on a Small Lot

The County's older permit brochure, revised January 2014, puts a slab that has no footers and is not for a future structure into a zoning-only review, and a driveway or repaving with no added paved area and no right-of-way work into the same group. Treat that as a lead to confirm, not a ruling, because the page is more than a decade old. Ask the Permit Center help desk, or look it up on ePZB, before you rely on it.

As concrete contractors in Seminole Manor, we draw the drainage slope on every patio quote. It shares the yard with a shed, a walk and the runoff. Our patio page covers sizing and control joints. A short walk from a front door to the driveway is a small job with a job minimum, so ask for it in the same visit as the driveway.

Atlantis Next Door, Lantana and San Castle to the East

Several neighbors of Seminole Manor answer to different permit desks. Atlantis is a city with its own Building Department and an Architectural Review Committee, and Lantana is a town with its own Building Division. San Castle is another unincorporated place that uses the County, while Hypoluxo contracts its building department to a private firm. Palm Springs asks for a notarized zoning application. Near a boundary? Ask which side of the line your lot falls on before you pick a permit desk. The paperwork, the fee schedule and the inspector all change with it. The full list sits on the service area page, with a section on which permit office covers each address.

Send Your Lot to Concrete Contractors in Seminole Manor

Send the survey, two photos of the existing slab and the street edge, and the flood zone if you have it. Concrete Driveways and Sidewalks

Driveways in Seminole Manor

County Engineering sets the apron rules in Seminole Manor, which sits in unincorporated Palm Beach County: 12 to 24 feet per connection, 2 feet off the side line, no more than two openings on a local street, and 35 feet from the corner on a corner lot. A culvert or a County thoroughfare puts the permit with Land Development at a $275 turnout fee, and decorative surfaces in the right-of-way need a recorded removal agreement. With a median build year of 1970, plan for tear-out of an older slab on streets such as Cheyenne Drive, Pensacola Drive and Tallulah Road; it adds $2 to $4 per square foot. As concrete contractors in Seminole Manor, we price new driveways at $7 to $13 per square foot after a free written estimate. The driveway cost guide has examples.

Concrete Patios & Porches

Patios and Walkways in Seminole Manor

Streets here carry names such as Seminole Circle, Sioux Lane, Tuskegee and Topeka Road. Size a patio from the owner's survey and test it against the side line and any easement before anyone stakes a form. The County Permit Center takes applications in West Palm Beach and Delray Beach, or through the ePZB portal. A 12 by 12 foot patio is 144 square feet, or $1,008 to $1,872 at $7 to $13 per square foot, with a free written estimate after the site visit. Walkways to side doors are priced at $8 to $14 per square foot on the sidewalk page. Patio sizes and finishes are on the patio page, and the written quote names the finish up front.

Concrete Slabs, Foundations, & Garage Floors

Slabs and Drainage in Seminole Manor

Sixty percent of 30 NRCS soil-map points inside the community are Basinger-Urban land, where the water table can rise to about 6 in. at its highest and the rating for dwellings without basements is "Very limited". FEMA map points are 90 percent Zone X, with 3 percent in AE. The base is the work: we strip, compact and form a 4 inch reinforced slab with control joints. County permit rules still apply because the exemption in HB 803 does not reach Palm Beach County. A 10 by 20 foot pad is 200 square feet, or $1,400 to $2,400 at $7 to $12 per square foot, with a free written estimate. See the slab page for thickness, joints and base.

Questions We Get

Does a Lantana or Lake Worth address mean I use that town's building department?
Not in Seminole Manor. It's a Census-designated place in unincorporated Palm Beach County, so the County's Permit Center issues building permits. Mail goes to ZIP 33462 at most points, but a ZIP code is a postal area, not a jurisdiction. Confirm your parcel with the Permit Center before applying.
My Seminole Manor house is from the 1970s. Can I just widen the old driveway?
You can ask. County rules cap a connection at 24 feet, keep it 2 feet off the side line, and allow up to two connections on a local street. Widening adds paved area, which can change the review category, so check with the Permit Center before you form. We price tear-out and new pour separately.
Why do my neighbors on Cheyenne or Sioux have different ground than I do?
NRCS soil maps show Basinger and Myakka sands at most of the 30 points we checked and Pomello fine sand at about 7 percent, so the mapped soil is not uniform. In the wet units the water table can rise to about 6 to 12 inches at its highest. A site visit shows what is under your yard.
Is Seminole Manor in a flood zone?
Of 30 FEMA map points we checked, 90 percent were Zone X, 6.7 percent shaded Zone X and 3.3 percent Zone AE. That doesn't map your lot. Check your parcel on FEMA's map and tell us the zone so we can talk through the slab with the Permit Center.
Do I need a culvert permit for a Seminole Manor driveway?
Only when your driveway connects to a County thoroughfare, or to a County road where a culvert is needed. Then Land Development issues a Right-of-Way permit, with a $275 residential turnout fee plus $35 per foot of culvert. A plain connection with no culvert goes through the Building Division.
Which concrete contractors in Seminole Manor will quote the permit desk and the base?
Ask any bidder which office covers your frontage, whether a culvert is involved, and what base goes under a wet-ground slab. Our written quote answers all three. A quote that names a town hall for an unincorporated lot is pointing at the wrong desk.
