Atlantis at a glance
Atlantis is a city chartered in 1959 on the old Mulberry Farms land, home to the Atlantis Golf Club, with Country Club Drive, Muirfield Drive, Atlantis Boulevard and Clubhouse Boulevard among its streets. Stretches of Military Trail and South Congress Avenue fall inside the city too.
FEMA maps put all 30 of our map points in Zone X. On NRCS soil maps at the same points, Basinger fine sand took 12 points, shaped Quartzipsamments at eight, Myakka fine sand at seven, and a few urban and fill units. Lake Worth Drainage District canals L-14 and L-15 cross the city.
Permit office: City of Atlantis Building Department · official site Contractors must register with the City, exterior work needs Architectural Review Committee approval, and homes in an association need written association approval with the application.
Two Desks Before a Shovel: The Building Department and the ARC
The City of Atlantis requires permits before any exterior alteration or installation, and every exterior change must also be approved by the Architectural Review Committee. The Building Department issues permits and schedules inspections. The Committee reviews every application to erect, alter, remodel, repair or change the exterior of any structure in the city, wants two sets of plans or specifications, and is the final decision-making authority. An appeal goes to the City Council within 30 days.
The Building Department's page splits driveways in two. Repairing, paving or painting a driveway is listed among exterior changes that go to the Committee, and replacing one requires a building permit. Ask both desks which category your job falls into before you sign anything; as concrete contractors in Atlantis, we ask the same question before we quote. The Committee meets on the first and third Wednesdays, so a late application waits for the next meeting. Our permit guide covers the paperwork shared by every Palm Beach County permit office.
All contractors and companies working in Atlantis must be registered with the City.

Survey, Photos, Product Sample and a Signed HOA Letter
The City's permit page lists what a complete exterior application contains: a contract or other proof of the true valuation of the job, two copies of a survey showing the proposed work, two sets of photos of the home, a product sample where it applies, and, for homes in a homeowners association, written association approval. Incomplete applications are not accepted. Two paper copies of supporting documents are required.
The City's examples of a product sample are roof material and pavers, so ask the Building Department whether it wants a color or finish sample for a concrete job. We can show a finish sample at the estimate, and the quote lists the color and finish by name so the Committee sees the same description we price.
Other rules the City posts for contractors: work hours are Monday through Saturday, 7:30 a.m. to 6 p.m., and no work on Sunday. Dumpsters must come from Waste Pro USA Inc. Next-day inspections must be requested by 3:30 p.m. Florida's Notice of Commencement rules apply as well, and the permit guide explains them.

What It Costs
The typical ranges are below. In Atlantis the review committee schedule, the villa group's material list and the paperwork behind the permit decide where a job lands.
| Job | Per sq ft | Typical project | What moves the price |
|---|---|---|---|
| Concrete driveways | $7 to $13 | $3,500 to $9,100 | 4 to 5 in. broom finish, about 500 to 700 sq ft; only some villa groups allow concrete; tear-out adds $2 to $4 per sq ft |
| Concrete patios | $7 to $13 | $1,750 to $5,850 | Plain or broom, about 250 to 450 sq ft; stamped is priced separately; may sit within 10 ft of the rear line in R-1 to R-1AA |
| Stamped & decorative | $12 to $20 | $3,600 to $12,000 | Pattern, color and sealer, about 300 to 600 sq ft; color must match what your villa group allows |
| Slabs & foundations | $7 to $12 | $1,400 to $7,200 | 4 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft; ARC plans required |
| Sidewalks & walkways | $8 to $14 | $1,200 to $4,200 | 4 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum |
Villa by Villa: What Section 15-5 Says About Your Driveway Surface
Atlantis zoning sets driveway material for each villa group, row by row. Atlantis Villas, Driftwood Villas and the Cedar and Cypress groups list asphalt. The Colony group lists asphalt or gray pavers. French Royale lists pavers in one color, gray or brown. Muirfield Villas allows asphalt, charcoal pavers or black concrete. Rio Vista lists asphalt, natural concrete or white pavers, and Yorktowne lists asphalt, concrete or pavers. Forestview and Pine list asphalt, concrete or pavers with all elements black, and Woodland lists asphalt or pavers.
That means a concrete driveway is only possible in some groups. If you live in Muirfield, the concrete has to be black. In Rio Vista, natural concrete is allowed. Before you ask concrete contractors in Atlantis for a quote, identify your villa group and read your row in Section 15-5. If concrete is not on your row, there is nothing to quote around it: as concrete contractors in Atlantis, we will say so rather than price a pour the code does not list.
Single-family lots outside the villa groups follow the zoning district. Off-street parking elsewhere may be asphalt, concrete, paver block or similar impervious surface under Section 15-33. Our driveway page covers the pour for the properties where concrete is allowed.

R-1 to R-1AAA: Setbacks, Lot Sizes and the Ten-Foot Rear Line
Single-family districts R-1AA, R-1A and R-1 share a 25 foot front yard, a 20 foot rear yard and 10 foot sides. Minimum lots run 12,000 square feet and 100 feet wide in R-1AA, 10,000 and 85 in R-1A, and 8,000 and 75 in R-1. The code allows decking and patios within ten feet of the rear property line, which is closer than the 20 foot rear setback for the house.
R-1AAA estates are bigger: at least 28,000 square feet, a 35 foot front yard (25 on cul-de-sacs), a 30 foot rear yard, 15 foot sides and a 3,000 square foot minimum ground-floor area.
A 12 by 18 foot patio is 216 sq ft, so $1,512 to $2,808 at $7 to $13 per sq ft, with a free written estimate after we see the yard. See the patio page for finishes and joints. Your survey and the Committee decide what else fits.

Artificial Turf Grids, Sodded Swales and Where Walkways May Go
Section 8.5-7 allows artificial turf as a decorative grid in a walkway or driveway when approved with a building permit, but not with asphalt and not as a border. The grid must be at least a 1:6 ratio to the pavement. Walkways may run from the approved driveway to any side yard entry point. As concrete contractors in Atlantis, we pour walks that fit that sentence, and our sidewalk page describes the width and joints we use.
Swales matter in a different way. The subdivision code says roadside swales within road rights-of-way are not permitted, and swales elsewhere need city engineer approval and must be solid sodded. Another section bars walking or driving on Lake Worth Drainage District rights-of-way within the city without consent from the District, the city or the abutting owner. Canals L-14 and L-15 cross the city, so check whether your lot touches one.
Fill matters too. Sidewalks and driveways that involve fill in a regulated floodway must meet the limits of Section 8-90.

Zone X Everywhere and Basinger Sand Underneath
All 30 FEMA map points inside the city fall in Zone X, the minimal hazard zone. With every map point in that zone, the soil under the pad is the bigger variable at the estimate.
NRCS soil maps at the same 30 points show Basinger fine sand at 12 points, shaped Quartzipsamments (the fill under golf-course and lot grading) at eight, Myakka fine sand at seven, Myakka-Urban land at two and Udorthents at one. Basinger is poorly drained with a minimum water table around six inches and a very limited rating for dwellings and local roads. Myakka is poorly drained at about 12 inches. The shaped Quartzipsamments are well drained.
The map points differ from one another, so your own lot's base gets checked on site. As concrete contractors in Atlantis, we probe the grade at the estimate and state the compaction and base depth in the quote. Our slab page shows how wet ground changes a reinforced pad.
Mulberry Farms, Brahman Cattle and a 1959 Charter
The City's history starts with Mulberry Farms, an 834-acre development owned by former State Senator Philip D. Lewis, whose Mission Company raised Brahman cattle. In 1958 Nathan Hunt and Paul Kintz bought the 828-acre ranch. Atlantis was granted its charter on June 19, 1959. The Atlantis Inn, a golf clubhouse and the first 18-hole course followed in 1960 and 1961.
The Atlantis Neighborhood Improvement District, with the City Council as its board, handles security planning, including perimeter security and gates. Streets at our map points include North and South Country Club Drive, Muirfield Drive, John F Kennedy Drive, Atlantis Boulevard, Clubhouse Boulevard, Glenbrook Drive, Atlantis Estate Way, Villa Drive North and South, Turnberry Court North and Palm Circle. JFK Medical Center sits on South Congress Avenue within the boundary.
Census estimates put the median home's construction year at 1978 and the median owner-occupied value at $630,500.
Cities Around Atlantis
Palm Springs, Lake Clarke Shores, Lantana and Greenacres are close by, and each has a different permit office. Atlantis residents who own a second property in one of them need to ask that town's office, because a registration or an approval here does not carry across. The Lake Clarke Shores page and the Greenacres page show how neighboring rules diverge. In Atlantis the architectural committee holds final say, which is why the schedule works differently. The service area page lists every town we reach.
Bring the Villa Group and the HOA Letter to Concrete Contractors in Atlantis
Tell us your villa group or district, send the survey and photos, and add the HOA approval letter if you have it. We check the material against Section 15-5. If the pour is allowed we price it, and if it is not we say so. The color, finish and thickness go into a detailed written quote before any work begins. Royal Palm Beach Concrete Co is Locally Owned & Operated and fully insured. Use the contact page for a free written estimate. As concrete contractors in Atlantis, we hand you a quote the Committee can read, with the color and finish named on it. We plan every pour around the meeting dates, because a good start is a committee approval, not a delivery truck.
Concrete Services in Palm Beach County
Concrete Driveways and Sidewalks
Driveways in Atlantis
Atlantis splits driveway jobs in two. Repairing, paving or painting goes to the Architectural Review Committee, which meets the first and third Wednesdays, while replacement needs a building permit, and both want written association approval where one exists. Applications take two copies of a survey and two sets of photos, and incomplete ones are not accepted. Section 15-5 even sets the material by villa group: Atlantis Villas and Driftwood list asphalt, Muirfield allows black concrete, and Rio Vista allows natural concrete, so we confirm your group's listed material before quoting. The City's subdivision design code does not permit roadside swales within road rights-of-way. Work runs Monday through Saturday, 7:30 AM to 6 PM. As concrete contractors in Atlantis, we price a pour at $7 to $13 per square foot after a free written estimate. See the county permit guide.
Concrete Patios & Porches
Patios and Walkways in Atlantis
In the R-1AA, R-1A and R-1 districts the yards are 25 feet in front, 20 at the rear and 10 on each side, and patios may sit within ten feet of the rear line. Walkways can run from the approved driveway to any side-yard door. The Committee reviews every exterior change and is the final word, with an appeal to Council in 30 days. A 12 by 12 foot patio is 144 square feet, which runs $1,008 to $1,872 at $7 to $13 per square foot, with a free written estimate after the site visit. R-1AAA estates are at least 28,000 square feet, with a 30 foot rear yard and 15 foot sides. All 30 FEMA map points inside the city fall in Zone X. Details are on the patio page, and ask us about walkway runs from the street at the same visit.
Concrete Slabs, Foundations, & Garage Floors
Slabs and Floors in Atlantis
The Building Department requires a permit for all construction, including fill and repair or replacement, and it adopted the 2023 Florida Building Code. Soil maps from NRCS at 30 points show Basinger fine sand at 12, where the water table can rise to about 6 in. at its highest, and shaped Quartzipsamments at 8, which are fill and drain well. Two Lake Worth Drainage District canals, L-14 and L-15, cross the city. Contractors must register with the City, and next-day inspections have to be called in by 3:30 PM. A 24 by 24 foot slab is 576 square feet, or $4,032 to $6,912 at $7 to $12 per square foot, with a free written estimate. Garage slabs are on the slab page.
