Palm Springs at a glance
Palm Springs is a village of about 27,000 people between Congress Avenue, Lake Worth Road, Military Trail and Forest Hill Boulevard, chartered in 1957 on pastureland with a dairy barn. Palm Springs Elementary opened on Henthorne Drive in 1959.
NRCS soil maps at 30 points show poorly drained Basinger, Myakka and Immokalee sands, with a water table that can rise to about 6 inches at its highest in Basinger, and 25 of 30 FEMA map points sit in flood Zone X and 5 in AE. Lake Worth Drainage District canals, including the E-4 and laterals L-6 through L-13, cross the village.
Permit office: Village of Palm Springs Planning, Zoning & Building · official site Permits go through the Village's online portal. A separate zoning and driveway application is notarized, and right-of-way work needs a right-of-way permit.
A Notarized Zoning Form, Whatever the Job Costs
As of July 1, the Village added a new application for fence and driveway approval. The Village of Palm Springs Zoning Application Form has check boxes for fence, driveway or other, says a notary is required for all owner-builders and contractors regardless of dollar value, and has the applicant certify that no work has started before approval. The Forms page adds that building permit applications must be notarized by both the owner and the contractor regardless of the value of work.
Applications go through the Village's online portal, and the department is open Monday through Friday from 8 a.m. to 3 p.m., with no new submittals after 2 p.m. Inspections are requested through the portal. Palm Beach County's Building Official says the state's HB 803 exemption does not apply in the county, so check with the Village's Planning, Zoning and Building Department about the permit for your job. Our county permit guide has the rest.
Before you hire concrete contractors in Palm Springs, find out who is notarizing, when, and whether the form is filed before any digging, since the application certifies that no work has started.

Ten Feet Minimum, Forty Percent of the Front Yard, Three Feet From the Side
The code defines a single-family driveway as at least ten feet wide, paved in asphalt or concrete. In any residential district the impervious and semi-pervious parking surface in the front yard is capped at 40 percent, or 60 percent if the front yard has a semicircular driveway. Driveways stay three feet from the side yards, which leaves a sodded strip. Parking spaces are 9 by 18 feet.
The RS single-family district sets a 6,500 square foot minimum lot, 65 foot width, 25 foot front yard, 7.5 foot interior side and 25 foot corner side, and a maximum impervious or semi-impervious surface of 60 percent. A patio, walk or back slab counts toward that 60. Our driveway page covers the pour.

What It Costs
The Village's form requirements, the front-yard cap and the muck rule shape the quote. These are our typical ranges.
| Job | Per sq ft | Typical project | What moves the price |
|---|---|---|---|
| Concrete driveways | $7 to $13 | $3,500 to $9,100 | 4 to 5 in. broom finish, typical 2-car, about 500 to 700 sq ft; front-yard paving capped at 40%; 3 ft side setback; tear-out adds $2 to $4 per sq ft |
| Concrete patios | $7 to $13 | $1,750 to $5,850 | Plain or broom, about 250 to 450 sq ft; stamped is priced separately; counts toward the 60% impervious limit |
| Stamped & decorative | $12 to $20 | $3,600 to $12,000 | Pattern, color and sealer, about 300 to 600 sq ft; keep it off the right-of-way unless a hold harmless is recorded |
| Slabs & foundations | $7 to $12 | $1,400 to $7,200 | 4 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft; poorly drained Basinger and Myakka sand needs more base |
| Sidewalks & walkways | $8 to $14 | $1,200 to $4,200 | 4 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum |
Two Feet of Muck Come Out Under a Concrete Driveway
Section 66-31 requires muck to be removed to a depth of two feet below the bottom of a concrete driveway, and two feet below the top of pavement in a turnout, then replaced with clean sand, shell rock or other approved soil compacted to 90 percent of maximum modified AASHO density. Under sidewalks the muck depth is one foot. Where muck turns up, that rule puts a base line in the quote.
Poorly drained Basinger fine sand has a water table that can rise to about 6 inches at its highest, and Myakka and Immokalee sands are poorly drained too. Arents-Urban land, somewhat poorly drained, is also common on the NRCS soil maps for the Village. We probe the base before we price it, and the slab page explains how it affects a pad.
Where muck turns up, its depth changes the base work, so we check the ground before we quote. Ask concrete contractors in Palm Springs whether their base price comes from a look at your ground.

Hold Harmless Agreements for Work Past the Property Line
Anyone who wants to improve, alter or modify a right-of-way needs a right-of-way permit from the Village. The code lets driveway aprons and culverts that the Village approves under it sit in public swales and rights-of-way as part of that approval; ask the Village which permit covers yours. After a driveway apron is installed, the contiguous owner restores the right-of-way to a safe condition to the Village's standard specifications.
For pavers, concrete, asphalt, seawalls, fences and driveways in a Village right-of-way or easement, the Village's Hold Harmless Agreement must be signed and notarized by all registered owners, accompanied by a survey and a payment receipt, and recorded. The owner agrees to remove the work within 30 days if the Village asks. That makes stamped finishes in the swale a real trade-off, so see our stamped concrete page for options on the lot side.
Before you sign with concrete contractors in Palm Springs, ask whether any part of the pour crosses your property line and whether a recorded agreement is part of the price.

A Drainage Plan When Patios and Driveways Shrink the Open Ground
Section 10-31 makes a professionally prepared drainage plan a permit condition for new residential development, including additions, patios, driveways and decks, that markedly decreases permeable land area or alters the drainage flow. A professional's certification is submitted to the inspector at completion. The Village also offers a Lot Coverage Calculation Sheet among its checklists, and elevation certificates with photographs are required for new construction or additions.
Sheds follow their own rule: one shed per residential lot, no bigger than 12 by 14 feet, 5 feet from the property line and out of easements, with a permit. For a shed pad, see our patio page and the slab page above.

Swale Parking, Canals and Where Each Lot Drains
The code allows up to two vehicles in the swale portion of the right-of-way in front of a single-family residence, for no more than 48 hours at a time. Lake Worth Drainage District canals, the E-4 and its laterals, cross the village, and the District has its own permit where work touches a canal.
Streets such as Lake Arbor Drive, Lone Pine Way, Kirk Road, Summer Street, Palm Drive and Canal 9 Road appear among the 30 map points, and some points returned Lake Worth Corridor, a sign of the patchwork boundary with unincorporated pockets. If you are unsure whether your parcel is in the Village, ask the Village and Palm Beach County before you apply.
On a lot with a canal or a swale, as concrete contractors in Palm Springs, we settle the drainage question before the pour.
Neighbors Around Palm Springs
The village borders Lake Worth Beach and Greenacres, with Lake Clarke Shores, Pine Air and Atlantis nearby. John I. Leonard High School is in Greenacres, not the village. Each has a different permit office, and the Village borders unincorporated pockets that Palm Beach County permits, so the street address on your tax bill is not enough to know who to call. Congress Avenue, Lake Worth Road, Military Trail and Forest Hill Boulevard mark the village edges, and a lot just across one of them can be in another jurisdiction. The service area page lists each permit office.
Bring Your Survey to Concrete Contractors in Palm Springs
Send the survey, any drainage notes, photos of the apron and swale, and whether you are the owner-builder. We measure width, side setbacks, the front-yard percentage and the muck depth, then write them into the quote. Royal Palm Beach Concrete Co is Locally Owned & Operated, and the written quote comes before any work begins. Use the contact page to start, and ask any concrete contractors in Palm Springs whether notarized signatures are in the schedule. Tell us which of Sago Palm Park, Frost Lake Park or Greenbrier Park is closest if you are not sure how to describe the street, and send photos of the apron, the swale and any trees or canal nearby. If a hold harmless agreement may be needed, say so in the first message so the quote can list the recording and the survey it needs.

Concrete Driveways and Sidewalks
Driveways in Palm Springs
Since July 1, 2026 the Village has used a separate Zoning and Driveway application, and it needs a notary for owners and contractors whatever the dollar value. A driveway is at least 10 feet wide on a single-family lot and must be paved in asphalt or concrete. In the front yard, impervious and semi-pervious parking surface tops out at 40 percent, or 60 percent when the lot has a semicircular driveway. The code treats an approved apron apart from the separate right-of-way permit, and the Village has the final word, but concrete in a Village right-of-way or easement calls for a recorded Hold Harmless Agreement. Where muck is found, the code has it removed two feet below the bottom of the driveway and replaced with clean fill. A driveway is $7 to $13 per square foot after a free written estimate. See the county permit guide.
Concrete Patios & Porches
Patios and Porches in Palm Springs
The RS district allows 45 percent lot coverage and a maximum of 60 percent impervious or semi-impervious surface. Setbacks are 25 feet in front, 7.5 feet at the interior side and 12.5 feet in the rear. Section 10-31 makes a drainage plan a permit condition when patios or driveways markedly reduce the permeable area, and a Lot Coverage Calculation Sheet is among the Village's posted checklists. Building permit applications must be notarized by both owner and contractor. A 12 by 15 foot patio covers 180 square feet and comes to $1,260 to $2,340 at $7 to $13 per square foot, with a free written estimate after the visit. Lanai and porch slabs are priced the same way, and our patio page explains the finish options.
Concrete Slabs, Foundations, & Garage Floors
Slabs and Shed Pads in Palm Springs
On 30 points checked against NRCS soil maps inside the Village, Basinger fine sand turns up at 6, poorly drained with a water table that can rise to about 6 inches at its highest, and it is rated "Very limited" for dwellings. FEMA places 25 of the points in Zone X and 5 in Zone AE, and Lake Worth Drainage District canal E-4 and its laterals cross the Village. Sheds need permits with engineering, one shed per lot, up to 12 by 14 feet and 5 feet off the property line. Work a 12 by 14 foot pad: 168 square feet, so $1,176 to $2,016 at $7 to $12 per square foot, with a free written estimate. As concrete contractors in Palm Springs, we build the 4 inch reinforced pad over compacted base. See slabs.
