The short answer

As concrete contractors in West Palm Beach, we work to a city zoning rule: the city says its driveway permit still applies under HB 803 because it comes from the zoning code, and a single driveway cannot be wider than 20 feet at the property line. Royal Palm Beach Concrete Co prices every job in a free written estimate.

West Palm Beach at a glance

The city runs from the lakefront downtown on Clematis Street west past Clear Lake and Howard Park to the Grassy Waters Preserve edge. Older historic neighborhoods such as Flamingo Park, El Cid and Northwood sit beside newer subdivisions, and the lot, the road owner and the district change the paperwork.

NRCS soil maps at 30 points show poorly drained Riviera and Winder fine sands, about 70 percent poorly or very poorly drained, with FEMA flood zones split between X, A and AE. Check your parcel's zone before pricing fill.

Permit office: City of West Palm Beach Development Services, Building Division · official site Permits are filed in the Civic Access portal. Driveway permits come from the zoning code even under HB 803, and apron work on state or county roads goes to that agency.

A West Palm Beach Driveway Permit Comes From Zoning, Not the Building Code

HB 803 raises a question for the building official, and the city answered it in writing. Its Building Division says the state's under-$7,500 exemption does not cover driveways, because the city's driveway permit rests on the zoning code, which regulates location, material and square footage. Anything on a lot that sits even partly in a flood hazard area is excluded from the exemption too, so we treat every job here as a permit job.

Permits are filed online through the city's Civic Access portal, the customer side of its EPL system, and the Development Services staff sit in City Hall on Clematis Street. The Building Division also runs a Planning and Permitting Research Tool that checks an address against zoning and lists the permits a project will need. Run your address through it before you sign, so the permit line is known up front. The countywide picture is in our Palm Beach County concrete permit guide, and the job itself is explained on the driveway page.

Twenty Feet at the Property Line: Width, Setbacks and Circular Driveways

Section 94-312 of the zoning code sets the shape of a residential driveway. A house with fewer than three units gets one driveway no wider than 20 feet where it meets the property line, or a circular driveway with each opening no wider than 10 feet. Corner lots, double-frontage lots and lots with an alley may instead have two driveways of up to 10 feet each, on different frontages. Where trees or other natural features make the rule impractical, the Engineering Services Director can approve an alternate design.

Section 94-482 adds setbacks. A new or expanded driveway in a front or corner side yard stays at least 5 feet from the front or corner side line and 3 feet from a side or rear line, except for the part that joins the apron. An existing driveway that does not meet those numbers can be repaired, or replaced in the same spot or farther back. A circular driveway needs an interior arc with a radius of at least 5 feet, planted with living material. Front-yard parking needs a nondusting surface, and the same section lets the planning director approve other paving that is equivalent in appearance and durability. That is why a homeowner who wants a third car pad beside the garage sees us measure before sketching.

What It Costs

What we charge as concrete contractors in West Palm Beach varies with the lot, so these are our typical ranges for flatwork here. The city's width, setback and permit rules shape the size of a job, not just the rate.

JobPer sq ftTypical projectWhat moves the price
Concrete driveways$7 to $13$3,500 to $9,1004 to 5 in. broom finish, typical 2-car, about 500 to 700 sq ft; tear-out adds $2 to $4 per sq ft; a 20 ft cap at the property line limits width
Concrete patios$7 to $13$1,750 to $5,850Plain or broom, about 250 to 450 sq ft; stamped is priced separately; a raised terrace has to stay inside the city setback rules
Stamped & decorative$12 to $20$3,600 to $12,000Pattern, color and sealer, about 300 to 600 sq ft; historic-district review can add a design conversation first
Slabs & foundations$7 to $12$1,400 to $7,2004 in. reinforced, shed pad to 2-car garage, about 200 to 600 sq ft; wet sand and fill raise base work
Sidewalks & walkways$8 to $14$1,200 to $4,2004 in., 3 to 5 ft wide, about 150 to 300 sq ft; short runs hit a job minimum
A 540 square foot driveway is $3,780 to $7,020 at $7 to $13 per square foot. Tear-out of an old driveway, a long approach, a swale crossing and extra base on wet ground move the number. Every price comes with a free written estimate after we see the site.

Who Owns the Road at Your Apron: City, County or FDOT

As concrete contractors in West Palm Beach, we pour the last few feet of a driveway on public ground, and the stretch between the sidewalk and the street answers to whichever agency owns the street. The city's road-ownership sheet lists Okeechobee Boulevard, Quadrille Boulevard, Military Trail and Southern Boulevard as state roads. Australian Avenue, Jog Road and Congress Avenue are county roads. Olive Avenue is all city, and Dixie Highway is city from Quadrille to Lakeview and state elsewhere. A turnout on a state or county road goes to that agency, not City Hall.

On city streets, Section 78-31 says no one may lower a curb, change the grade of a sidewalk or build a driveway across city property without a permit. The application gives the points where the driveway begins and ends, measured from the nearest intersecting street, and the city may ask for a deposit equal to the engineer's estimate for the curb, gutter and sidewalk being altered. No permit is granted to use the radius of a sidewalk intersection as a driveway. When Engineering issues a right-of-way permit, it asks for notice at least two business days before work starts, and parking on city sidewalks is not allowed. Under Section 78-92, right-of-way work started before the permit is issued pays twice the listed permit fee. Check the current fee sheet with Engineering before you budget.

Pouring in Flamingo Park, El Cid and the Other Historic Districts

The city has more than a dozen local historic districts, among them Flamingo Park, El Cid, Grandview Heights, Old Northwood, Northwood Hills, Vedado-Hillcrest, Prospect/Southland Park, Mango Promenade and Central Park. Exterior changes in those districts have to follow the Historic Preservation Ordinance and Design Guidelines. For flatwork, the city's approval matrix rates driveways and sidewalks, and patios or decks without a structure, as staff-level Certificates of Appropriateness. Staff can review them at the same time as the building permit. Adding a structure, such as a pergola, moves the request up a level.

The city's own guidance says that in historic districts brick pavers, concrete driveway ribbons and poured slab driveways are traditional, and loose gravel or crushed shell is allowed only in a side yard beyond the front 25 feet. Replacing old ribbons with new ribbons keeps the grass strip between the tracks. If you want color or a stamped pattern instead, ask the Planner on Call what staff will need to see before the quote is final. Our stamped concrete page shows the finishes we pour.

Terraces, Back Slabs and the Setbacks That Size Them

As concrete contractors in West Palm Beach, we start patio plans with the zoning table. Single-family lots in the SF3, SF5 and SF7 districts have a 6,000 square foot minimum, a 60 foot minimum width, a 25 foot front setback, 5 feet on at least one side with 15 feet total, and a 15 foot rear setback. The table sets no lot coverage figure, so what limits a patio is setback, drainage and the green-space rule rather than a percentage.

Section 94-305 lets steps, open porches and open terraces that sit three feet or less above grade project into a setback to within 2 feet of the property line, as long as they are retained and drained away from the neighbor. The same section also says sidewalks, terraces and similar improvements more than nine inches above grade are not permitted in any setback, so a raised patio near a line is a question for the zoning desk. Separately, the front yard has to keep, as green space, the lesser of 1,000 square feet or 75 percent in living plants, and the number falls to 60 percent only when the front driveway, patio and walks are exclusively a permeable paver system. A poured patio does not earn that credit, so a front courtyard has to leave the planting area. Our patio page covers joints, thickness and pour-day details, and the combo page for patios in West Palm Beach goes further on patio plans for city lots.

Riviera Sand, Winder Sand and Where the Water Sits

NRCS soil maps at 30 points inside the city limits show Riviera fine sand in its depressional phase at 16.7 percent of points, with Riviera fine sand and Winder fine sand at 13.3 percent each. All three are rated very limited for dwellings without basements by the Natural Resources Conservation Service, and about 70 percent of those map points sit on units it calls poorly or very poorly drained. The exceptions are filled or shaped ground such as the Arents-Urban land complex, which drains well, though fill is worth checking on your own lot.

FEMA maps put half of the same points in Zone X, 40 percent in Zone A and 6.7 percent in Zone AE, so check your own parcel. With most mapped points poorly drained, as concrete contractors in West Palm Beach, we plan the base for wet sand. Where the water table can rise near the surface, the base under a slab matters more than the number on the bag: we shape the subgrade, compact the base and decide on fill after we see the lot. The city also has a rule for development within a half mile of its water catchment area: it needs an environmental assessment and must not harm water quality or the natural setting. Grassy Waters Preserve sits inside the city limits, so a big expansion on the western edge starts with a question to the planning office. Our slab page explains base and reinforcement for wet ground.

Older Blocks, Newer Lots and What Tear-Out Looks Like Here

The city's housing stock is a mix. The census puts the median year built at 1988, yet 5,428 of the roughly 62,000 housing units date to 1939 or earlier. About half of occupied homes are owner-occupied, and the median owner-occupied value is $414,200. That spread decides what a job looks like. On a 1920s block the lot may be narrow and the old driveway a pair of ribbons, while a 1990s subdivision lot may carry a full-width slab with an apron that has settled.

When we tear out, the bill includes breaking, hauling and re-grading. A new or expanded layout has to follow today's width and setback limits, but an existing nonconforming driveway can be replaced in the exact footprint or with a greater setback, which can save a redesign. We measure both footprints at the visit and, as concrete contractors in West Palm Beach, put the choice in writing. Any change to the public sidewalk or curb falls under the Section 78 permit above, and our sidewalk page covers walkways on your own lot.

Notice of Commencement, Timing and What to Have Ready

For a job over $2,500, Florida law requires a Notice of Commencement recorded before work starts. Here it is recorded with the Palm Beach County Recording Department first, then the recorded copy goes to Development Services. A change of builder on an open permit carries a separate $100 fee and a newly recorded notice, so settle who is pulling the permit before you sign. The city quotes about three weeks for a residential remodel permit once documents are code-compliant, so build that lead time into your plans, and ask the Building Division what it expects for a driveway.

If your slab or walkway sits over a utility easement, the city's Easement Consent Form goes to Public Utilities with a copy of your survey. For the free estimate, send the survey, a photo of the street side of the lot, the lot size and which road you are on. We use them to note width, setbacks and easements before the quote is written.

Working Around West Palm Beach

The city sits about 26 minutes from our base in the Village, and several neighbors share its work area. A West Palm Beach mailing address does not always mean a city lot, which is why we ask for the parcel address before we quote. Unincorporated pockets answer to the County, and each incorporated town runs its own building office. We pour in Westgate, Haverhill, Lake Belvedere Estates, Riviera Beach and Pine Air, and each has a different permit desk. Westgate, Pine Air and Lake Belvedere Estates are unincorporated places served by the county's PZB Building Division, while Haverhill and Riviera Beach run their own building departments, so the paperwork you read here does not carry over. The full list, with the permit office for each, is on our service area page.

Book a Lot Walk With Concrete Contractors in West Palm Beach

If you are weighing concrete contractors in West Palm Beach, hold the quote to the same checklist: width against the 20 foot cap, the setback, which agency owns your road, the historic-district step if it applies, and the Notice of Commencement. Royal Palm Beach Concrete Co is Locally Owned & Operated and Fully Insured, and the written quote comes before any work begins. Use the contact page to send your survey and photos, and we will set the walk. A good visit ends with a written number you can compare, a list of the forms your lot needs and a plain answer on the road owner. If a quote cannot say which agency issues the apron permit, ask before a deposit is paid. Bring questions about the historic districts, the width cap or the front-yard planting minimum and we will answer them from the code, not from habit.

Concrete Driveways and Sidewalks

Driveways and Walkways in West Palm Beach

A driveway permit here comes from the City zoning code, which is why the HB 803 exemption does not remove it. A home with fewer than three units gets one driveway no wider than 20 feet at the property line, or a circular one with two openings of up to 10 feet each; corner and alley lots may have two 10 foot driveways instead. New paving sits 5 feet off the front or corner side line and 3 feet off a side or rear line, apart from the apron. Cutting a curb or crossing a sidewalk needs a city permit under Sec. 78-31, and the road sets the agency: Olive Avenue is all City, while Military Trail and Okeechobee Boulevard belong to FDOT. In the historic districts, poured slab driveways and ribbons count as traditional. A driveway runs $7 to $13 per square foot, after a free written estimate, and tear-out adds $2 to $4 per square foot. See driveways in West Palm Beach and the county permit guide.

Concrete Patios & Porches

Patios and Porches in West Palm Beach

Open terraces and porches three feet or less above grade may reach within 2 feet of a property line under Sec. 94-305, if the slab is retained and drains away from neighbors, while sidewalks and terraces more than nine inches above grade are barred from any setback, so a raised patio near a line is a zoning question. The front yard must also keep the lesser of 1,000 square feet or 75 percent landscaped, so a front patio competes with the lawn. In a historic district such as Flamingo Park or El Cid, a patio without a structure is a staff-level review, and one with a structure moves up a level. A 12 by 16 foot patio is 192 square feet, so $1,344 to $2,496 at $7 to $13 per square foot, with a free written estimate after the site visit. Porch slabs follow the same math, and patios in West Palm Beach has the sizing detail.

Concrete Slabs, Foundations, & Garage Floors

Slabs and Garage Floors in West Palm Beach

About 70 percent of the 30 points we checked on NRCS soil maps inside the city fall on poorly or very poorly drained units, and the common Riviera fine sand carries a "Very limited" rating for dwellings, so the base gets as much attention as the pour. FEMA maps place 40 percent of those points in Zone A, which matters because any work in a flood hazard area falls outside the City's HB 803 exemption. The slab itself is a 4 inch reinforced pour formed over compacted fill, with control joints and a broom or trowel finish. A 20 by 20 foot garage-size pad is 400 square feet, or $2,800 to $4,800 at $7 to $12 per square foot, after a free written estimate. As concrete contractors in West Palm Beach, we also send owners to the slab page for the full breakdown.

Questions We Get

Does the HB 803 $7,500 exemption cover a driveway in West Palm Beach?
No. The city says its fence and driveway permits come from the zoning code, not the building code, so the state exemption does not touch them. The exemption also excludes any property partly in a flood hazard area. Confirm your situation with the Building Division, and we will list the permit in your quote.
Can I make my driveway wider than 20 feet?
A single driveway is capped at 20 feet where it meets the property line. Circular driveways get two 10 foot openings. Corner, double-frontage and alley lots can instead have two 10 foot driveways on different frontages. The Engineering Services Director can approve an alternate design when natural features make the rule impractical.
Do I need historic approval to replace a driveway in El Cid or Flamingo Park?
Driveways and sidewalks are staff-level reviews that can run alongside the building permit. Poured slabs and ribbon driveways are described as traditional in historic districts, so an in-kind pour is a simple conversation. If you want color, stamping or a new layout, ask the Planner on Call what drawings staff need.
Whose permit covers the apron if I live on Military Trail or Congress Avenue?
Military Trail is a state road and Congress Avenue is a county road, so the apron goes through FDOT or the County, not the city. Olive Avenue is all city. The city's road-ownership sheet lists each road, and we check it before we quote.
How far from the property line can my patio go?
Section 94-305 lets open terraces three feet or less above grade reach within 2 feet of the line if they are retained and drained away from the neighbor, but the same section bars sidewalks, terraces and similar improvements more than nine inches above grade from any setback. A patio at grade clears both; for anything raised, ask the zoning desk which rule governs. Your lot's zoning and plat can add limits, so we confirm both at the visit.
Can I pour concrete over the grass strip between the sidewalk and the street?
No. The city's swale rules bar fill or other material that blocks swale drainage, and the adjacent owner has to keep the strip sodded or seeded. A permitted driveway crossing is the exception. Ask Engineering what is allowed before you plan a wider pad.
What should concrete contractors in West Palm Beach put in a driveway quote?
The quote should state the width against the 20 foot cap, the setbacks, the road owner, tear-out and hauling, thickness and base, the permit and Notice of Commencement, and the finish. If the company skips the permit line, ask why. Ours comes in writing before any work begins.
